The Chelsea talisman bagged a hat-trick against Cardiff City and has been the star man as the Blues have won their first five Premier League games.
Chelsea sit top of the table as a result, and Hazard already has five goals to his name – three more than Mohamed Salah.
The Liverpool forward won the Golden Boot last season and Sarri is backing Hazard to dethrone the Egyptian this campaign.
‘I think so,’ Sarri said when asked if he thinks Hazard can score more than Salah, Harry Kane and Sergio Aguero.
‘I talked with Eden [on Friday] and I told him that for me, he can score 40 goals. He has to improve something, but he can do it.
‘If you saw the game today, you have to say [he believed me].’
Hazard currently leads the goalscoring charts as the Belgian carried his superb World Cup form into the new club season.
Sarri is just the fourth manager ever to win his first five Premier League games in charge, but last week backed Manchester City and Liverpool to battle for the league title.
‘At the moment I can answer Manchester City or Liverpool,’ said Sarri, when asked who he felt were title challengers before the Cardiff game.
‘We need another step I think to be at the same level. I think so, but I hope not.
‘It’s very difficult. The gap last season was 30 points so I think to go above 30 points in one season is very, very difficult. ‘I think we must improve but we can improve.’
